In transportation problems faced by a government or a business firm, the problems are not balanced, i.e., supply is less than demand or vice-versa due to paucity of funds. Sometimes, it becomes necessary to transport a certain percentage of commodities (demand) irrespective of the transportation cost. Almost all decision makers dealing with transport management are interested in minimization of total transportation cost and transportation time to each destination along with the fulfillment of priorities (goals). The present paper deals (on a small scale) with a prioritized unbalanced problem regarding transportation of coal from four production points (collieries) to three places under Bharat Coking Coal Ltd. (BCCL) in the Kuzu/Charhi area.

In a developing society, real world problems like social, scientific, military, transportation, hospital and labor management are generally faced. In each problem area, the Decision Maker (DM) makes a decision. Decision here means choosing a better, if not the best compromise and course of action out of the different available options. The set of different actions can be obtained by successful application of Operations Research (OR) techniques.

Industrialization is must for a country like India; and industrialization cannot take place without transportation of manpower and/or goods /ores/raw materials, etc. Thus, transportation system is a must for the development of a human society, irrespective of whether they reside in metros or, in remote villages. The priorities and demands may differ quantitatively and/or qualitatively. Apart from carrying persons from one place to another, the transportation problem is mainly concerned with the movement of goods (from one place to other) so as to minimize total transportation cost/time. The minimization of transportation cost or transportation time leads to maximization of profit.
