Strategic Project Management : Integration Problems and Best Practices

In real life, the Project Management is divided into Strategic Project Management and Operational Project Management which are carried out by different groups of managers. Strategic Project Management, generally, is the responsibility of senior managers though sometimes members of executive board, or those at lower level might share responsibility. Operational Project Management is the domain of a project manager. Unfortunately, the integration problems within this area, both practical and methodological in character, still exist and are rather sharp. The article discusses the above points as well as some best practices to overcome the problems under consideration.

 
 
 

In the face of increasing global competition of business and its practice, significant move was made both by practitioners and theoreticians last decade towards more close integration of project management with business (or organizational) elements linking organizational strategy with projects through project portfolio management and project management program. Major driver of the above move is the fact that for majority of organizations, both in public and private sectors, projects became the basic tool to implement the organizational strategy. Company's strategy is a start point for the project life and in the present time Company's Strategic Management deals with strategic aspects of the projects. One result of this is realizing the fact that in real life the Project Management (PM) is divided at least into two parts, which are Strategic Project Management (SPM) and Operational Project Management (OPM) and these should be closely integrated.

As a rule, Strategic Project Management and Operational Project Management are carried out by different groups of managers. Strategic Project Management, generally, is the responsibility of senior managers-sometimes members of the executive board, sometimes at some lower level. Operational Project Management is the responsibility of project managers with a traditional understanding of this term as a person responsible for implementation of the projects according to defined deadlines, budget and required quality and to the satisfaction of the key stakeholders.
