This article presents a model of rural development, where IT plays a crucial role in promoting agricultural development, on one hand, and improving the delivery system for rural development programs, on the other. Specifically, the model shows how the duo of ecommerce and e-governance can strategically be used for breaking the so-called vicious circles of poverty and, thereby, setting the process of rural development in motion.

In a developing country like India, where the majority population still resides in rural areas and depends on agriculture, the significance of Rural Development (RD) can hardly be overemphasized. In fact, the overwhelming primacy of the rural sector in India makes development and rural development virtually synonymous. Moreover, given that agriculture is the mainstay of the rural populace, rural development is, in turn, synonymous with agricultural development. No wonder, the development of the agricultural sector has been an important component of India's development plans. Besides agriculture, special sectoral and targeted programs have been an important part of the RD plan and strategy.

The advent of Information Technology (IT) has brought with it new hopes for RD. It has opened up new vistas of opportunities through manifold applications in the process of agricultural development.
