The Akshaya Project in Kerala

Recognizing the potential of Information Technology (IT) through broadband services in the growth of GDP, and in the enhancement of quality of life through societal applications such as teleeducation, telemedicine, egovernance, entertainment as well as employment generation, state governments all over India are accelerating the usage of broadband services. This article examines the impact of the Akshaya project on the development of a district in Kerala, and highlights how deployment of broadband technology is used for bridging the digital divide.

 
 
 

The Government of Kerala is galloping towards a revolution in IT, which brings out a massive change in all spheres of life of the citizens. Envisaging that deployment of broadband would make the administration better, speedier and more transparent through egovernance; would spurt the entrepreneursbig and small all over the state who would in turn cater to the demands at national and international levels; develop IT professionals of international standards through specialized IT education. As all these steps would augment the quality of life of citizens in Kerala, the government has taken a big leap by leveraging broadband services for taking egovernance to the rural areas. In this backdrop, an integrated project called the "Akshaya" has been conceived by the Kerala State IT mission, which is the nodal agency for the development of IT for bridging the digital divide.

With the emergence of new generation of technologies, the local governments, i.e., thelocal, block and gram panchayats and the district panchayats now have novel technology methods and resources with which they could interact with their citizens, constituents and other jurisdictions, and thus help improve the quality of their life.

In this background, the local and district administrators of Malappuram, one of the developing districts of Kerala, took the initiative and proposed for the deployment of broadband technology for spreading cent percent eliteracy in the district, by taking IT to the grass roots, to begin with. Accordingly, proposals were submitted to the State administrators who accepted the same, and introduced a unique project in the district `Malappuram', under the name `Akshaya' `Bridging the Digital Divide' Project, with the help of the Kerala IT mission.
