The Influence of Organizational Learning on Knowledge Generation and Dissemination in the Public Sector of Uganda

The purpose of this study is to examine the influence of organizational learning on knowledge generation and dissemination in the public sector of Uganda. The study uses convergent parallel mixed design based on a sample size of 220 respondents obtained from the population of 500 people, of which the response rate for the quantitative study was 86%, including 19 key informants for the qualitative study. Parametric tests are applied on the quantitative part, while in-depth qualitative interviews are conducted for the qualitative aspect. Key findings indicate that organizational learning has a positive and significant influence on knowledge generation. Qualitative interviews reveal that workers in the three public sector ministries have several learning practices such as through training, induction, weekly and monthly meetings. However, some challenges affected organizational learning such as the wrong belief that senior workers possessed more knowledge than junior workers. Knowledge generation did not have the backing of clear policies and procedures. All cases studied did not have a conducive environment for learning and knowledge dissemination. This is one of the few studies to investigate the influence of organizational learning on knowledge generation and dissemination in the public sector of a developing country using mixed methods design. It contributes to the theoretical and empirical understanding of the study phenomenon. The study recommends that such policies should be put in place to provide for generation and dissemination environment, especially enhancing informal interactions, provision of incentives, as well as bridging the superior-subordinate social gaps.

The Role Played by Public Libraries in Promoting Information Literacy and User Education

Public Libraries (PLs) continue to contribute a great deal to user education in local communities. This paper analyzes the importance of PLs in driving community literacy through promotion of user education for the progressive improvement of the society. The paper stresses the relevance and value of PLs by reassessing the benefits they accrue by analyzing the impact of PLs on community and social education. As indigenous knowledge repositories, PLs play a significant role as community information service providers by driving community literacy. The goal of this paper is to analyze the role played by PLs in driving community education and promoting information literacy in the society. PLs, being storehouses of knowledge, support user education by undertaking active part in community information services. The model helps in explaining and analyzing the efficiency of information search and retrieval process in PLs and how it affects user education and community literacy. The paper also discusses the relevance and value of PLs in this age of digital technology. The findings reinforce the claim that PLs are relevant even in this digital age, and they indeed support user education for the progressive improvement of the society.

Corporate adoption of emerging technologies such as Artificial Intelligence (AI) and Internet of Things (IoT) in enterprises are plagued with challenges. A majority of these challenges are traditional, in the sense that humans as social beings are not only interested in the convenience offered by technology but also in the social and economic effects such technology would exert on the social relevance of the individual. Understanding the principles of sociotechnical systems in functional organizations is a great credential that could reduce the negative responses to technology adoption, thereby promoting competitiveness and sustainability. The next decade would witness a consistent integration of AI and IoT into the business processes of both private and public sector owing to their projected immense potential. It is believed that the combined effects of these pervasive technologies would enhance effectiveness, competitiveness, sustainability and efficiency. This paper discusses the adoption of these emerging technologies in the formal sector vis-a-vis their socio-psychological and systematic implications. In the discussion, the technology acceptance and sociotechnical models are brought to bear, and a position is advanced on how an organization could explore the benefits of these models in a fast-changing technology society.
