Every day, all over the globe, people make the tough decision of leaving their homes in order to rebuild their lives and settle somewhere else for jobs or education; or they are compelled to leave their native lands and traverse international boundaries to provide a safe and sound environment for their families. Millions of people are also forced to migrate because of armed conflicts, insurgencies, or climate change. This paper explores the contemporary human rights issues faced by refugees and migrants, with special reference to Afghan refugees in India
The migration of individuals from one region to another has significantly influenced the course of history, playing a pivotal role in driving changes in societal structures and urban expansion. For centuries, people’s movement to places that afford safety, better opportunities, and a dignified life has caused cultural, social, and political changes. In contemporary times, majority of individuals who relocate from one place to another, whether across borders or within the same country, tend to gravitate towards urban areas. Urban centers and their respective governing bodies have historically served as primary destinations for migrants and asylum-seekers. Moreover, they are increasingly taking on the responsibility of safeguarding the fundamental human rights of these individuals and fostering their integration into the local society, often in collaboration with non-governmental organizations and central authorities.1 Therefore, to address the influx of people and regulate their movements across national borders, provisions were made by the state to address community needs, primarily focusing on inclusivity, engagement, and community unity. However, such a system overlooked the city’s comprehension of belonging and local community involvement, which play crucial roles in addressing the various challenges associated with worldwide migration from perspectives that emphasize human rights and community-led strategies.
