The study attempts to analyze the opinions of students regarding the e-governance infrastructure facilities in higher educational institutions (HEIs) available and accessible to different segments of the community. It covers respondents from state and private universities in North India: Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, Ladakh, Punjab, Chandigarh, Rajasthan, Uttarakhand and Uttar Pradesh. The study is based on primary data obtained from students regarding the availability and usefulness of e-governance resources and services with the help of a structured questionnaire. The study was conducted during the period 2021-2023. One-way ANOVA is applied to study the opinions of the respondents regarding the effectiveness of e-governance indices across categories of respondents classified on the basis of their demographic profile. The findings indicate that the mean score of different parameters of e-governance is different for different categories of students classified on the basis of types of university and stream of education.
Keeping in view the developments in the field of telecommunications at global level, the Department of Electronics was established in 1977 in India. The government took first step towards implementation of e-governance by establishing the National Informatics Center (NIC). Most of the government offices were equipped with computers by 1980, but the role of technology was limited to the use of word processing. With developments in the field of information and communication technology (ICT), the Government of India took various
