The paper analyzes the efficient behavior of the entities that manage public housing throughout Italy, which was relevant to comply with the “Europe 2020” strategy adopted by European policy makers to fight poverty and improve the quality of life of European citizens. In the same way, one of the main objectives of the “Agenda 2030” of the United Nations is that of eradicating extreme poverty and reducing the relative poverty. According to ESA-10, these entities are evaluated in terms of costs covered by revenues in order to be classified in the public sector. Therefore, an efficiency analysis of this sector is felt even more necessary. From an empirical point of view, the study employed a semiparametric stochastic frontier approach using the Fourier approximation, which overcomes the bias of the local approximation flexible forms and maintains the economic interpretability of the first two-order terms.
In the political debate concerning poverty and more in general social inclusion, citizens’ wellbeing and territorial gaps have become increasingly important issues. Especially in this historical period, strongly affected in the recent past by Covid-19 emergency and by the ensuing even more binding conditions of the public budget, a critical condition for these problems there emerged, with more evidence in Italy and throughout Europe in general. This is not only from the health point of view, but also from an economic and social one.
